3401579 - Error VL616 during TO confirmation

Symptom

- You are unable to confirm a Transfer Order (TO) for example in transaction LT12, because of error message VL616 "& & have already been packed. Quantity cannot be changed."
- You have already packed the full amount of stock in the delivery.
- You have configured the movement type to "Copy WM quantity as delivery quantity into delivery".
