It is not possible to set putaway quantities automatically in inbound delivery. This is standard behaviour.
As a workaround, putaway relevancy for non-WM inbound deliveries can be set off.
Environment
SAP S/4HANA Cloud Public Edition
Resolution
Uncheck the "relevant for picking" option in configuration activity 102974 - Define Delivery Item Categories.
When deactivating placement relevancy of the inbound deliveries, it is not a must to enter putaway quantities in the delivery, thus goods receipt can be posted right away.
