Symptom
In the configuration of workflow select the cc role as external email and in the cc role add the same email for different email template groups.

Reproducing the Issue
- In the workflow configure the CC role type external email as same email for four different email templates groups.
- After trigger the workflow the external email only received one notification even if you have add it 4 times in cc role.
Resolution
This is expected behavior.
System will consider as duplicate and for this reason will only send one notification and ignoring the others.
If you wish to have the behavior of this feature changed, please open an Enhancement Request to have this put on the roadmap for a future release.
