Symptom

In IPS, the sync job fails for the LMS learning system with the following error:

org.quartz.JobExecutionException: Cannot execute provisioning job in tenant context: xxx... 
Caused by: com.sap.cloud.ips.connector.exception.ProvisioningRuntimeException: Error during execution on behalf of tenant with ID: xxx...
Executing delta load failed. 
Caused by: com.sap.cloud.ips.connectors.api.ConnectorException: HTTP operation failed invoking https://<tenant>/learning/public-api/rest/admin/Integration.svc/ias/v1/scim/Users?startIndex=1&count=100&filter=sourceSystem%20eq%20%22Learning%22%20and%20active%20eq%20%22true%22 with statusCode: 403 and body
