3404366 - CBC: No scope item available to be added under Define Scope

Symptom

Symptom 1- You are in the initial scope item activation but there no scope item to be added in Define Scope activity such as below image:

Symptom 2- You have requested the non-standard or licensed scenarios activation via ticket (by following KBA 3122430) but you are not able to see any activated scope item under My Selected Scope.
