3404366 - No scope item available to be added under Define Scope

Symptom

Symptom 1- In the initial scope item activation, no scope items are available to be added in the Define Scope activity, as shown in the image.

Symptom 2- Non-standard or licensed scenarios were requested for activation via ticket (following KBA 3122430), but no activated scope items are visible under My Selected Scope.
