Picklist shows No data and loading to external user candidate.

Ran External User Visibility tool, but the same issue.

SAP SuccessFactors Onboarding

The locale/language of this candidate is empty.

By default, it will take instance language.

Please check if any HRIS sync to defaultLocale.

If yes, please make sure proper value set to defaultLocale before Provide Personal Data (PDC) step.

Or notify candidate to select language when log in.
