3405893 - SWF_CRT_NOTIFY_RECIPIENTS is configured, but notification emails are not sent

Symptom

The email notification for flexible workflow has been correctly set up based on the SWF_CRT_NOTIFY_RECIPIENTS template using the configuration guide. The job SAP_WORKFLOW_DEADLINE is also scheduled in SM37. Despite these configurations in place, the email notifications are not sent and are not visible in the SOST transaction.
