3406936 - SAP CC instance does not start after upgrade to SAP CC 2023 and SapMachine 17

Symptom

You are upgrading a SAP CC system to SAP CC 2023 and SapMachine 17. During the upgrade process, some instances do not restart correctly.

If you are restarting instances within Software Provisioning Manager (SAPinst), the upgrade process stops with the following error:
"An error occurred while processing option SAP Convergent Charging > Software Life-Cyle Options > Update > Update - SAP Systems (Last error reported by the step: Instance XXX did not start after XXX minutes. Giving up)."

Checking the /usr/sap/<SID>/<XXXXX>/work/dev_<instanceId> file, you can see the following error:
Unrecognized VM option 'UseParallelOldGC'
Did you mean '(+/-)UseParallelGC'?
