3407786 - Unable to Move a Tab via Screen Adaptation

Changes in adaptation regarding the ordering of tabs are not reflected once out of adaptation mode, 

Change transaction is created but not respected by the system.

1. Go to any workcenter.
2. Go into object TI.
3. Enter adaptation mode.
4. Select the tab list and alter the ordering of the items shown, ChangeElementSequence change transaction will be created.
5. Leave adaptation mode.
6. Ordering no longer respects your change.

MoveDroppedElement created on old HTML can cause conflicts with new ChangeElementSequence CT's.

Deletion of MoveDroppedElement CT's will resolve this issue.

If the issue persists, deletion of another CT ChangeElementSequence is needed, as they are also creating conflict with the new change.
