3409004 - Manage G/L Account Master Data Showing message "Changes not possible. The configuration is locked" - SAP S/4HANA Cloud Public Edition

In the app 'Manage G/L Account Master Data' / 'Manage Operating G/L Accounts,' it is showing the message: 'Changes not possible. The configuration is locked'.

Upon trying to make the changes in the Test or Production system in a three-tier SAP S/4HANA system landscape or in Production system directly in two-tier landscape unable to make changes. 

In a three-tier SAP S/4HANA system landscape which typically includes Development, Test and Production systems all configurations should be done in the Development system. In your Development system it should not be locked, if you are not in an upgrade phase. In Test and Production systems you can only read the data.

This is to ensure that configurations are properly version-controlled and transported in a systematic way from the Development system to the Test/QA system and finally to the Production system.

In a two-tier SAP S/4HANA system landscape which typically includes Test and Production system all configurations should be done in the Test system and then transported to the Production system. In your Test system it should not be locked, if you are not in an upgrade phase. In Production system you can only read the data.

Cannot make changes directly in the production or test system. The changes/configuration has to be made in the systematic way to avoid inconsistencies.
