• After completing Additional Data Collection, can candidate reach to Manage Pending Hires without completing compliance task?
• Is it mandatory to complete compliance task to be in Manage Pending Hires step?

It is not mandatory to complete Compliance Task in order to move candidate to Manage Pending Hires.

However, if candidate is hired with pending Compliance Task, if tasks should be completed afterwards, it's necessary to check if Target Population is granted to internal hires as well (as candidate will no longer be an External User).
