3410024 - notification_srv odata service returns no result and Fiori notification doesn't work

Example odata URI GET call:

/sap/opu/odata4/iwngw/notification/default/iwngw/notification_srv/0001/Notifications?$expand=Actions,NavigationTargetParams&$orderby=CreatedAt%20desc&$filter=IsGroupHeader%20eq%20false&$skip=0&$top=10

or

/sap/opu/odata4/iwngw/notification/default/iwngw/notification_srv/0001/Notifications

Returns nothing:

As a result, Fiori launchpad notification bell button can show notification number correctly,
but after clicking the notification bell button, there is no notification displayed.
