Symptom

After upgrading your server to a BI 4.3 SP3 Patch, all raylight (webi) restful calls fail with a WSR 00999 error similar to:

Unable to create an instance of class 'interface com.businessobjects.rebean.wi.services.IDocumentInstanceService'
Unable to create an instance of class 'interface com.businessobjects.rebean.wi.services.IConfigurationService'
Unable to create an instance of class 'interface com.businessobjects.rebean.wi.services.<some random class>'

Regular BIPRWS will work, the issue only affects Raylight restful calls.
