3410201 - Your user could not be created - Error code 1000 or 1001 when creating new users via first SAML login in SEN

Symptom

Single Sign-on is configured for SAP Enable Now (SEN) Cloud Manager and the setting 'Create User on SAML login' is active, but when a new user tries to log in for the first time they receive an error message saying:

'Your user could not be created. Contact your administrator with error code 1000' or

'Your user could not be created. Contact your administrator with error code 1001'.
