3411451 - HU with POSC containing the split sample qty is not broken up for QI

Process Oriented Storage Control (POSC) is activated and Split sample quantity process is used. There is a HU which contains the sample quantity (having Inspection ID Type "S"), but this quantity is smaller than the whole HU quantity. During the putaway to quality area the whole HU is moved there for Quality Inspection. However, the expectation is that only the sample quantity will be moved to the quality bin and the rest of the quantity will be moved to final putaway.
