Reproducing the Issue
1. Navigate to People Profile to the MDF block.
2. Create a first record.
3. Observe that upon submitting the workflow, the data is visible in People Profile even before it is approved.

Cause
The Object definition has Effective Dating set to 'None'.
Resolution
This is the expected behavior for non-effective dated objects when Effective Dating in the Object Definition is set to 'None'.
