3412983 - Set flag 'Start in past' for plant but ignored by MRP run.

Symptom

Indicator 'Start in past' (VERTR) is ticked for plant level.
But still PR release date or Planned order start date falls on current date, and there is rescheduling date displaying in T-code MD04.
During MRP run, backward scheduling is switched to forward scheduling.
