When opening Promotion Management in CMC receive the following error:

Sorry, Promotion management application is unable to process your request.
The error from the server is: A general exception occurred in Promotion management. Could not open the file [InstallPath]\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\FileStore\Input\a_204\016\000\4300\lcm.admin.config-guid[xxxx-xxxx-xxxx].properties. cause:com.crystaldecisions.enterprise.ocaframework.idl.OCA.oca_abuse:
