3416178 - Despite CTRL_LEVEL set to 0, the Control is still applied to the Entity - BPC NW

Symptom

For BPC10.1 NW version, user maintained some entity's CTRL_LEVEL property as 0 to exclude the entity from control execution. However after running control, user may find the status is "failed" or "passed" instead of having status as "Not Applicable", which means the control are still included in the rule execution.

This issue only occurs when customized control is used.
