3416225 - Standby is not able to mount after Data Guard switchover

Symptom

switchover performed in DGMGRL, primary database is able to up/online, but standby database is not able to mounted:

DGMGRL> switchover to SID
Performing switchover NOW, please wait...
Operation requires a connection to database "SID"
Connecting ...
Connected to "SID"
Connected as SYSDBA.
New primary database "SID" is opening...
Operation requires start up of instance "SID" on database "SID_stby"
Starting instance "SID"...
Unable to connect to database using (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=XXX)(PORT=1521))(CONNECT_DATA=(SERVICE_NAME=SID_STBY_DGMGRL)(INSTANCE_NAME=SID)(SERVER=DEDICATED)))
ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
