There's no separate app for 'Debit/Credit materials(MR22)' in SAP S/4HANA Cloud Public Edition. 

Use APP 'Manage Material Valuations', search relevant materials/plant, click into details,
there's a button in the right top of screen named as 'Debit/Credit Material' for the same use.
