Symptom
According to the blog "Exclude a Logistic Area from planning and availability check | SAP Blogs ", you try to add logistics use "Not Relevant for Planning" to logistics area ABC (ABC represents logistics area ID), but when you click Save, error triggered:

Reproducing the Issue
- Go to work center Supply Chain Design Master Data.
- Access view Locations.
- Select site/location XYZ (XYZ represents site/location ID), click Edit Layout.
- Find logistics area ABC, in the section Logistics Use, click Add Row, select "Not Relevant for Planning" in drop down list.
- Click Save, error triggered:
"Change logistics use not possible; logistics area not empty
Save could not be executed"
Cause
Open common task Stock Overview, search logistics area ABC in site/location XYZ, it shows 0 in the on-hand stock for product DEF (DEF represents product ID). This is because there is small on-hand stock (for example, 0.00000000033333 ea) of product DEF in the warehouse, because of the decimal place settings against its UoM, it shows 0 in on-hand stock.
Resolution
You can adjust the left small inventory to zero through performing inventory adjustment.
- Go to work center Physical Inventory.
- Access common task New Inventory Adjustment.
- In step 1, search product DEF in logistics area ABC under site/location XYZ, check "Checkbox", click Next.
- In step 2, check "Zero Quantity" for corresponding inventory.
- Proceed until finish.
