Symptom

During ABAP system update/upgrade, SPDD adjustment is being performed in the shadow system. The following error occurred:
 
Object maintenance in this system only possible in original language Japanese(JA)

Japanese (JA) is an example.
 
When trying to logon to the shadow system via Japanese, it will prompt that the language is not installed.
