3418124 - Creating a root B2B Unit is not working even with approved user permissions

Symptom

After setting B2B Unit permissions for a new Backoffice user, you may find that the user still cannot create a root B2B Unit with an error displaying in the B2B Unit creation popup window as "Unable to create: Unexpected error."
