It's not possible to configure 360 detailed report when all the evaluations included in the tab have been completed.

SAP SuccessFactors 360 Multi-Rater
Cause
Currently, there is no option or configuration that will allow to show the details 360 report only when all the evaluations included in the tab have been completed.
Resolution
This is expected behavior!
