3418427 - Validation for invalid manager behavior - Employee Central

Invalid manager validation does not happen when the manager's hire date is updated to a future date.

1. Update the hire date of a manager example to a future date 
2. Run check tool for invalid manager
3. The direct reports of the manager example do not show in the check tool

Changing the user's Hire date from past to a future date is different from Terminating a user and then rehiring.

The hire/termination scenario triggers the status change according to the event handling logic, but changing the manager's Hire date to the future won't trigger the status change. 

At Hris sync side,  the sync mechanism relies on the "Employment Status" of EC record and Sync only happens when the "employment status" has relative changes.  In this scenario, at EC side, change hire date will not change the Employment Status. So according the data from EC, hris sync will not change user's status to inactive during the period.

We have discussed this scenario among multiple teams(Hire, HRIS Sync, Platform)  and confirmed that this is the current expected behavior if moving an employee hire date from current to future date after the deployment of PLA-35155.
