3418483 - Two-Factor Authentication is still triggered in Identity Authentication, even though it's been turned off in Risk-Based Authentication

Symptom

  • In Identity Authentication Administration Console, despite not configuring any Two-Factor Authentication (2FA) in Risk-Based Authentication, after users successfully login, they are still prompted for 2FA.
  • Specifically, the following Risk-Based Authentication were all set to Allow:
    • Applications & Resources > Tenant Settings > Risk-Based Authentication > Allow
    • Applications & Resources > Applications > choose an application > Risk-Based Authentication > Allow
