Symptom
Inactive employee's budget could display on form, but could not display in executive review even we include inactive in the define planners.

Reproducing the Issue
1. Navigate to compensation-executive review - advanced filter - choose target planning Manager A - include inactive, the budget is showing 10,000.
2. If proxy as the planning manager A, open compensation form, the budget is showing 11,000.
there is a gap between form and executive review page.
Cause
The issue is because the option 'Executive review: enable team budget view' is enabled from the template advanced setting page.
If the budget mode is template based, so with this mode, the above option is not applicable.
Resolution
Disable 'Executive review: enable team budget view' option.
This option is only applicable to the direct amount - planner based budget and should not be enabled for other budget configurations.
After disable this option, inactive employee's budget will also be added to the total, and the budget value of the form and executive review will be consistent.
