User can not see onboarding portlet in job application in Latest Applicant Workbench.

The operator role does not have the feature permission “onboarding” in the job requisition template.

It's an expected behavior.

The visibility of the Onboarding Portlet is controlled by the feature permission onboarding in the job requisition template. This feature permission controls which recruiting users can see the onboarding portlet and in which pipeline statuses the onboarding portlet will appear.

In the Legacy Applicant Workbench, all roles for the job requisition can see onboarding portlet for job application even without onboarding permission. It's a known system defect. In the Latest Applicant Workbench, the issue has been resolved.
