3418995 - Why can't I find Requisitions or other documents from child PU users?

Symptom: As a user with access to a Top Level or Parent Purchasing Unit (PU), I am not able to find purchase requisitions or other documents created by users in a Child PU. This happens when the Application.Approvable.OrganizationalVisibilityPartitioning parameter is enabled in our site.
