3418995 - Why the users with purchasing unit "Global/Top Level PU/Parent PU" are not able to find purchase requisitions created by users with purchasing units in a lower hierarchy

Symptom

User with Top Level PU, Parent PU are not able to find the document created by child PU users when "Application.Approvable.OrganizationalVisibilityPartitioning" is enabled.
