3419428 - Product Group replication error

Symptom

Customer have tried to replicate the product groups, the majority were replicated correctly, but some were not replicated.
When they tried to send again the ones that could not be replicated and started getting an error that they are blocked. The status of the messages in the system, some appear to be "In Queue" or "in process", and the customer could not identify the reason for this issue. They have already tried to cancel or reprocess the messages, but it won't allow them to do this.
