3419694 - Incorrect data on learning tiles in Employee Central

An user sees in their Learning Tiles, on their BizX homepage, items for which they are not currently assigned. These items are assigned to another user, associated to them via concurrent employment.

1. Login with user's account. >
2. On the employee central home page (learning tiles), it will show some items which are not assigned to this user. >
3. Click on any tile >
4. It will open a popup that says "This page is related to a different employment. First, switch to employment to XXX Then, you can view the page in that context." 

This happens because the user has two active employments on BizX, associated via concurrent employment, but only one of them is active in Learning. 

These items are being displayed in the Learning Cards because the Card Service calls fetch active employments and load the corresponding cards.

Engineering confirmed that this is an expected behavior, because it is expected that an user deactivated in Learning will also be deactivated in BizX, so the cards won't need be cleared, because they shouldn't be seen.

Inactivate the concurrent employment user in BizX too so that the user will be inactive in both Learning and BizX.
