Can users request a class despite not meeting the prerequisites?

2. Find the course you would like to request a class for that you have not met the prerequisites yet >
3. Click "Request a Class" > 
   
4. The request will proceed normally.

Expected system behavior.

Yes, it is possible for a user to request a class even if they have not met the prerequisites. Requesting and enrolling are very different actions and there is a possible scenario that they request the class, take the prerequisites, then by the time a class is published they meet the requirements and can enroll.
