3420209 - Access token cannot be retrieved from Concur, invalid_client - (CTE)

The Concur Integration connection in "Setting Up the Integration with SAP Concur" (CTE_SETUP) fails with "client_id &1 is not known to us". The displayed error message normally is 400 or 403.
