3420765 - Missing idoc segments in AL11 directory despite idoc status 03

Symptom

The outbound idoc file is stored in the AL11 directory, and the idoc status is 03. When a third party extracts the file from the AL11 path, it finds that part of the segment in the idoc file is not displayed.
