• Step 1. Access Learning Administration and search for Program ID and edit 
• Step 2. Select Agenda and edit the description to something different, then hit return and click on Save
• Step 3. You now get a message stating "You have made changes to the program's agenda. Do you wish to propagate the current version of the agenda to all users? Selecting Yes affects current and future assignments. Selecting No leaves current assignments intact and impacts only future assignments. Selecting Cancel returns you to the agenda - changes made are not yet saved and there is no impact to current and future assignments." - click No - then click Done
• Step 4. Go to Learning and now search for the Program in the Users Learning Assignments and observe how the Program has updated although the Admin selected No in the previous step

Expected System Design

This is the current System Design.

Any changes to localized data like title, description, etc. are updated right away to user's program whether the admin picks Yes or No. This is working as designed.
