Symptom
- ASE is configured for HADR.
- Primary ASE is shutdown.
- Fault Manager triggered automatic failover.
- Primary ASE is immediately started. During boot, no connections are allowed.
- Standby ASE checks status of remote nodes and cannot find the primary ASE because it cannot connect to it.
- Primary ASE continues to be Primary, Standby ASE is also changed to Primary.
- When "activate" is called on the standby ASE, hadr_activate failed because the original primary has finished booting and became Primary-Active.
