3423525 - t/qRFCs stuck in status RUNNING or "Transaction Executing" after system restart

Symptom

After restarting an ABAP system, it is perceived in transactions SM58, SMQ1 and/or SMQ2 that there are t/qRFCs with status RUNNING (for qRFC) or "Transaction Executing" (for tRFC) from before the system restart.
