If EmailResponse feature is enabled, rule Allow participants to submit bids by email is enabled in the event and if the parameter Application.ACM.EmailBiddingWithStandardExcel is disabled, suppliers do not get the Email Response related participation email on events with single line item added in the event.
They however get the pariticipation notification if the parameter is enabled. The participation notification would consist of Excel sheet as attachment for bidding.
