3424371 - SWPM error: hanging on the screen "MS SQL Server Database Connection"

Symptom

Installation or System copy hangs using Software Provisioning Manager (SAP Note: 1680045) in dialog phase on the screen: "MS SQL Server Database Connection" where the MS-SQL DB instance is checked by the tool.

sapinst_dev.log contains the following:

The subkey 'HKEY_LOCAL_MACHINE\Cluster\Resources' does not exist on the '<db_hostname>' host.

...

Error 2 (0x2) (The system cannot find the file specified.
) in execution of a 'RegOpenKeyEx' function, line (###), with parameter (SOFTWARE\Microsoft\Microsoft SQL Server\Instance Names\SQL).
