Symptom

The following dump appears, if you try to create an events for maintenance dialogs

 Short Text
     Call (PERFORM) to a non-existent external routine.

 What happened?
     There are several possibilities:
     Error in the ABAP Application Program

     The current ABAP program "SAPL0SVM" had to be terminated because it has
     come across a statement that unfortunately cannot be executed.
     Either
     Error in the SAP kernel

     The current ABAP program "SAPL0SVM" had to be terminated because the ABAP
     processor detected a system error.
