3425395 - After enabling the Onboarding Real Time Sync, Onboarding Users are not visible in IAS

Symptom

The customer has implemented Real Time Sync following this help guide Manage Real-Time Sync of New Hires from SAP SuccessFactors to Identity Authentication with Identity Provisioning in IPS, but some Onboarding users were not synced to IAS.
The Real Time Sync is enabled and the Onboarding checkbox is set but Onboardees are not getting synced.
