Error "The upload file does not contain a valid role definition" occurs when uploading the role attachments downloaded from KBA 2257213

You download the role attachment (e.g. SAP_SOLMAN_BACK.zip) from KBA 2257213 and try to upload it using the upload function (menu path "Role->Upload"), but the error "The upload file does not contain a valid role definition" occurs.
