3426285 - DE_VAT_ADV_RTN XML Upload to ELSTER is not possible - S/4HANA Cloud

Upload of German Advance VAT Return XML files to ELSTER displays error "An unexpected error occurred while processing the submitted data" / "Beim Verarbeiten der übermittelten Daten ist ein unerwarteter Fehler aufgetreten."

The same error occurs when uploading older XML files, even though the upload used to work.

With SAP Document and Reporting Compliance (DRC), from the beginning the Advance VAT Return report was only supported for direct communication between company and ELSTER. This information can be found in the Document and Reporting Compliance | SAP Help Portal under "Supported Features per Statutory Report" section.

Among other functionality the report is offering a preview function, as well as an additional check over the download function of the XML (what is sent directly to ELSTER).

With the time some customers found out that they were able to use the downloaded XML to manually upload it to ELSTER, but there where others with maybe other business transactions in place, where this was never working without them manually editing the XML before the upload.

Recently ELSTER made changes in a way that the XML can't be used at all for manual upload without modification, but manual upload is not part of SAP’s DRC solution. Please always choose Submit in DRC to send the files directly to the government authorities.
