3426325 - Deployment with downtime fails when solr standalone installation is in place in an environment

Symptom

A deployment performed with downtime in an environment where solr standalone installation is still in place will fail on the

“Prepare data migration” step and “Deploying configuration” sub step on Cloud Portal.

On Automation Engine side the the "Solr IAS application per environment" and "Restart Solr Pods" sub process where a check is being performed if solr pods are running in the cluster or not. The processes will first get stuck and will eventually fail with error:

check_that_solr_is_not_running_LatestExceptionStackTrace class org.camunda.bpm.engine.delegate.BpmnError occurred in …….: Exceeded retries for activity/task 'Check that Solr is not running'..
