The System Behaviour is outlined in the note 62077 - Info: Internal number assignment has gaps.

The Material Master Number Range object MATERIALNR is configured as main memory buffering with buffer size 10. 

In an On-Premise Environment using the Transaction "SNRO" it is possible to change the buffer size . However in SAP S/4HANA Cloud there is no Configuration Activity or App which allows the change of the material number buffering value. It is set this way for performance reasons.

System Works as Designed.

Please consider raising a feature request as outlined in the KBA 2963059 if you would like an App / Configuration Activity developed to allow deactivation of number range buffering for the Material Master in SAP S/4HANA Cloud
