User login with the subaccount url as below, it is able to access.
However, when the same user login to global account level ->Directories and Subaccounts, the subaccount is with lock symbol as KBA 3409817 - Subaccount with lock symbol in BTP directories, and the user is subaccount administrator with correct role collection.
