Resolution
In S/4HANA Cloud Public Edition, it is not possible to create a new chart of accounts to replace the standard operational chart of accounts YCOA. It is recommended is to adapt the standard chart of accounts YCOA. Please see SAP Help Portal Documentation SAP Help - Chart of Accounts.
In addition, for some countries, the standard system comes with an alternative chart of accounts to meet local needs. Please refer to the SAP Help Portal Documentation on SAP Help - Alternative Chart of Accounts for more information.
