• In a 2 System Landscape configuration (2SL System) S/4 HANA Cloud system, Business Configuration is either possible via CBC (Central Business Configuration) or the Manage Your Solution app (Configuration in 2SL). The 'Implementation Activities' app is available only on a S/4 HANA Cloud 3 System Landscape configuration system (Implementation Activities). This is the reason why SIMG aka the Implementation Activities app is not available.
