3427496 - Service sessions are not getting processed - SM:EXEC SERVICES job log points out 'Error message: SAP Note 0001601515 (version 0000) does not exist'

Symptom

A few or even all service sessions such as e.g. EarlyWatch Alerts are not getting processed anymore on a Solution Manager system.
